I haven’t used Codeforces in quite a while, so I’m not sure what the current rules are.

Is it possible to create a new account using a username that belonged to someone who was last active 12 years ago? I remember there used to be a rule that allowed username changes if the original account hadn’t been active for 5 years. Is that still the case?
