Afaik, the contest is rated, ofc. No problem plagiarism was found and the testsets were well prepared.
The cheaters situation recently were massive, and you see in a lot of contests, ratings had been rolled back temporarily for a while, maybe upto a few days.
I think the main reason the ratings hasn't in yet because Codeforces is working hard to find cheaters.
