
On a single page more than 75% of the submissions are by unrated accounts.These bot accounts has made codeforces a joke. Long unending queues are not something regular users are used to. These unrated accounts are getting out of hands and something serious needs to be done.The cloudflare is not useful enough anymore.
Some suggestions from my side:
Add recaptcha but only during the time when there is no official contest happening and ongoing contest submissions should be prioritised over other submissions.
Add recaptcha IP based like if an IP is unactive on codeforces for over fixed amount of time (lets say half an hour) then it should fill the recaptcha again.

However, some regions rarely or never participate in Codeforces contests due to time zone differences.
I'm not entirely sure, but I don't think that there are rules forbidding making many submissions, and most of the rules involving multiple accounts per person seem to only involve contests, so technically these AI bots are doing nothing wrong.
That being said though, I think that this behaviour is horrible and the rules need changing, But I really haven't found any rule that says "You may not submit a lot and cause a long queue".
I think unrated accounts should have their own queue with a maximum of like 10% of codeforces resources made available
Authors spent so much time preparing the question to be sloved by humans during the contest. It does not feel good after seeing these kind of activities related to cheating

This is like global rate limiter.
Now we have cheaters AND bots in official rounds (bots trying to be rated to surpass the rate limit).
I don't know man, the more I think about it, the more I realize that these suggestions don't actually solve the problem. Don't get me wrong the suggestions and the community effort is great, but the nature of codeforces allows bots to exist. In other words, codeforces being codeforces is the reason we have bots. Another point is that I'm pretty sure that the management thought about all these ideas and more but they found them not suitable or working on a better idea. It's like google killing adblocker thing, they've wated so long and ignored all suggestions to be back with v3 that pretty much rendered adblocker on chrome useless. But they found a way to run adblockers again and that's google we talking about not a small online website like codeforces.
I've yapped too much, bottom line unless codeforces changes it's methodology, we're stuck with bots.
Edit: also what about real unrated people who will fight bots everyday to train, trust me I have a lot of these in my community.
