how to become a problem setter?

I like the next concept of div 4 and it really motivated me , i know there can be few such contests here but i am here to ask if i like to contribute questions for div 4 by becoming a problem setter how can i approach?

I don't think anyone could become the problemsetter of div.3 or div.4, since problemsetters of them are always the same.

You can try to become expert and do contest proposals for div.2
