As per the MIPS website,

Selection Criteria Contestants will be ranked by the sum of their APIO and SEATST scores, with the top 4 selected for the IOI team.

However, in exceptional circumstances, the final selection may deviate from this ranking. MIPS reserves the right of final decision in all selection matters.
