Is here any punishment rule for plagiarism? new_rise This guy get skipped in 4-5 contests still he got no BAN or any kind of punishment! I want to know what is the rule about plagiarism.

In last div-3, contest problem:D 76595843 76608402 those two code are similar just some extra added header file! But none of the solution get skipped! Also their solution of problem: C are similar! 76587393 76604932 ,changes the variable name and out from plagiarism checker!

In last two contest problem "C" was quite easy but how you guys come up to the logic?! I just cannot figured it out,Is there any good books or something which can improve my logical thinking about those math type problem?
