Why 1710E is only *2400?

Although 1710E - Two Arrays can be found on the internet,this problem is actually a hard problem, *2400 is too outrageous.

    Number and ratings of them. But there have been cases in the past where an unexpected difficulty was changed by hand.

Because a problem's rating is related to the people who solved it, many lower rated users solved it because they have seen the problem on the internet so the problem got a lower rating
