I don't think so, it's ratism. It's not impossible for low-rated people to create hard problems.
Why? Most of low-rated people can't solve hard problems by theirselves, so where do you think the solution will come from?

The correct form is "themselves" not "theirselves". If you want respect, you must look respectful.
You also have some sort of idea of what the solution should be and what general ideas are useful, which can make finding the solutions easier.
I also think that low-rated can create hard problems, though it's still true that low-rated are hard to estimate and manage the detail of the problem as they have a small amount of experience to solve similar difficulty problems.
If div1 are redundant, setting a rate limit may be one measures, but...
Oh and yet how ludicrous. Seems to me that you will have the laugh of your life in ~4 months

Yes, I came up with the idea of two problems with difficulty value of 3500, although the solution is not what I thought, so I think it is absurd to set the hard limit. However, maybe coordinators and testers should be more vigilant about copying problems and try to spot them before the contest, not after the contest.
