Codeforces Round 905 will be held the day after tomorrow. According to the list of registered participants, the rated range of Div. 2 is $$$1600\sim2099$$$ for this contest.

There is also round 904 on that day.

But when I clicked the "register" button of round 904, I saw this:

And also in the list of the registered participant, I saw that specialists/pupils/newbies are all considered "out of competition".

This is an individual Div. 2, shouldn't the rated bound be $$$-\infty\sim2099$$$ instead of having a lower bound $$$1600$$$?
