[Feature Request] Out of contest registration

It would be nice to have an option to participate in out of contest. For example, due to strict time zone difference only available to join second half but don't wanna mess up my tiny little rating...

Personally I think it’s a good thing that you’re forced to do the contest rated, you know? Otherwise you’d have too many people participating unofficially to maintain their rating, but I suppose that’s better than not participating at all.
