Why "In queue" for so long?

I tried to submit a solution about 9 hours back. Went to sleep and then woke up hoping to see the result but still In queue ?

Why is this happening?

UPD: My submission is now judged.

someone pls tell me what happens if in a contest we submit a code and it got judged 10 mins later , will this cost decrease in 10 points ?

    You can't solve it. It's happening because the system testing of yesterday's Div3 contest is currently running.

That's because all submissions in Extended ACM-ICPC contest will be tested finally at 12 hours after the contest ends.
