Why is Harbour Space not at SWERC this year?

Harbour Space participated at SWERC (Southwest Europe regional) the past 4 years, but they're not here this year. Does anyone know why?

Harbour.Space Student here.

As far as I understand it the Barcelona location of Harbour.Space was not eligible this year.
