It has been found that Minshh is cheating from last 3 contests and her submissions of last 2 contests also got skipped. But the rating changes for all these 3 contests are positive. Shouldn't there be penalty for cheating and after cheating for 2-3 contests that user must be banned? Also 249789642 and 249794822 are almost similar, So I think there must be penalty(should be banned imo) also for users who are promoting cheating by giving their solution to other people in between the contests like Darshan_7 did in this case.

Ratings will be rolled back soon. I assume, CF deliberately delays this ratings rollback process in order to convince the cheaters that they won't get caught and Cheaters continues to cheat and eventually CF authority bans them after rating rollback system.

The rule says, If someone solution got skipped, then probably it's 99% chances that he/she is a cheater.
If someone's template changes with every submission, I think it is sufficient proof that they are a cheater. I feel template is something very personal, and unless you have multi-personality disorder, you would want your code to reflect your style. Don't bother with this Minshh, getting a rating on CF will not help you get a job. You are just ruining the fun those who participate because they love CP. Don't pollute this platform please, for some of us it is all that we do.
