Is there any website that contains CEOI problems?
There are some interactive problems which is hard to test locally.

If you mean that you have the problems and you're looking for a judge to test your program, then no, probably. Maybe they'd be added somewhere later ("later" probably means "in a few years", seeing as old CEOIs have been added so far). You could also try to add it to Polygon and make it a Gym contest, choices are wide.
As i know we can not add interactive problems that had grader. I mean problems wants solutions without main function. Right?
When I added problems to Polygon, there was an option "Is the problem interactive?". I didn't try it, so I don't know the extent of that option... but even if it doesn't do what you want, maybe you could modify the format slightly without changing the problem itself.
