What is a good Rating at AtCoder ?

My friend is rated 1947 peak, I know that is good.

But what is a decent rating that shows that this guy has good problem solving skills and knows DSA.

For me everyone above 1000 on Codeforces is like a God, because I can never reach it.

I think that if you can reach candidate master, you have a decently high IQ. If you can reach master, you have a high IQ. If you can reach red, you have a very high IQ (probably 140+ imo).

For leetcode, that is like 2500+, 2800+, and too large to comprehend, respectively. Hope this helps.
