what is the best software to draw graph structure?

I want to find a free , simple and powerful software to draw graph structure and mark on it easily. (just like some graph appear on some tutorials ) Any recommendation? Thank you very much!

For many years, I haven't found any software better than MS Paint.

highly recommend yEd. Easy to use, WYSIWYG, cross-platform, etc.

Today I found draw.io unintentionally, and I realize that it is very useful, and easy to use.
