Hello Codeforces community,

I hereby declare a powerful suggestion, I suggest we randomize the starting time of divs since as we all know codeforces users are from all around the world and divs usually start at the same time every time.

Randomizing the start time of divs will prevent certain countries from being unable to participate due to bad div start times and will give an equal chance for everyone to participate in a div at a suitable timing.
