Look at this: http://mirror.codeforces.com/submissions/Hossam.Ali . He's sending like 5 solutions every minute. I think he's using codeforces API. Probably authors of API forgot to set query limit.

    they are the virtual judges of the HUST site, they're submitting their users submission for the problems exist in the other online judges and fetches judges answer for them, so users can create contests with any problems from any sites.
