aren't the fees covered by institution ? sad to hear that :(
It should be like that, but most universities do not pay for their students due to high fees, so the students go and search for sponsors -which are hard to find-. Some of them even pay for themselves, or just wait until the last minute, so if the competition finds a place for them, they will be contacted in the final days.
