As coordinator of the round I skipped this user for now. Hopefully the admins ban him because he is close to getting to GM through cheating.
I'm still a bit new to codeforces, why don't you just skip everyone before releasing ratings? It seems like there have been 18 people skipped and even though that's negligible for me, maybe it would make changes in rating gain for people in top 1k? I can't tell if this issue is out of your control or not.
