I made a codeforces web tool where you can add multiple handles and select problem rating and it will give you unsolved problem links of those handles of that particular rating . It should give correct data.If you guys find any bug in data let me know , I will fix it

I think you can also use CF tracker. It is very helpful for creating mashup contests for users since it provides you problems they did not solve on this platform.
