Am I allowed to propose problems if I am still in school, but not eligible to participate in EJOI?
Yes, in case there is no conflict of interest (for example, one of your friends will potentially participate in EJOI or you are interested in the outcome of some potential participant in a different way).
How does the committee know whether there is a conflict of interest?
Where does acquaintanceship end and friendship begin, and isn't any individual related to any participant country (i.e. by citizenship) "interested in the outcome" of their delegates?

It says submission deadline is 3rd March Sunday, which is not a Sunday and has already passed. Are submissions still open?
