... and introduce a template-based system. like introduce a new feature where you can save your template(on the website) to solve any general problem. also remove the "upload file" feature. this will be a huge blow to people who like submitting files for problems but it has to be done for the greater good. while this will not cure the cheater problem completely, it serves in making cheating more difficult and therefore discouraging potential cheaters.

It's not for the greater good. Cheaters will continue to copy their AI outputs manually (or just get a script that can copy paste through whatever weak javascript code that is used to prevent copy/paste). And then legitimate competitors will just be inconvenienced by having to retype their code a second time.

Literally, I had also this idea in my mind but cheaters can also take screenshot of the problem and put that screenshot on LLMs. So, I think if CF also disable the feature of taking screenshots then It would more better.
You could also just type what the LLM says. Clearly the only solution is to ban submitting code whatsoever
