And you can find problems and solutions here.
Is there something tricky while register at wcipeg?
I write username/password/captcha, click Submit and page refreshs.
There was some errors in login procedure about 12 hrs ago. The problem is fixed now, so I think there will be no problem now.

Unfortunately, wcipeg doesn't have some IOI problems.
