Wow, it seems he is a real legend. How is it possible that he doesn't make any progress for such a long time?

I could imagine that on his level (he is ranked 17th in codeforces) getting better is not that easy anymore. And also other people are practising :P
Taking part in a codeforces competition doesn't take much time. For example if you take part in 50 competitions, that's only 100 hours, so doing competitions doesn't mean that one is practising very hard.
