I remember, before the revolution when I was still red, I found I was the one who attached many if not most of the Announcements and Editorials to the contest pages. It was one of the features (along with coach mode) I discovered after achieving red, and I did it consistently because it was useful for not only me but others. I know when I go back to contests I always look at the announcement and editorial to see if there's anything more to learn (from the post or comments).

The main point is — currently this isn't getting done sometimes, and when it is, it can be many days or weeks later.

As a couple examples:

http://mirror.codeforces.com/contest/611 has neither and I have to go to Errichto's page to find them.

http://mirror.codeforces.com/contest/605 and http://mirror.codeforces.com/contest/607 only have one of the two.

Anyway, I think it would be great to have red coders who will attach the announcements and tutorials, and possibly extending the permission to orange or lower would also be a good idea.
