Why has the number of contests decreased over the last 10 days, there was just 1 contest yesterday. How are these contests determined, also I can't see any upcoming contests in CONTESTS Section?

Perhaps this decrease aims at giving school and college students who are presently writing their final exams more time to focus in their studies.
I think it's more likely that most programmers want a break just after ICPC.
If you check other websites like atcoder, csa, codechef (I don't do codechef though) there hasn't been a shortage of contests.
The frequency of contests has always been fluctuating randomly. On Codeforces, a contest happens if there is a well-prepared set of problems and the time is convenient for the people responsible. More or less, contests happen at random points in time. It is pretty natural that sometimes there aren't contests for a while.
