How to create an account on http://www.tsinsen.com/ ?

I tried to create an account on tsinsen many times but I can't log in by account that has recently been generated. I also tried to log in by weibo but it doesn't work. I wonder how to use tsinsen and if tsinsen is still working. Can anyone help me?

    Note that the original text says 9th month, 1st day. The translation had me thinking the date was in January since I am reading dates the American way (01/09 looks like January 9 to me). But it is in September 1st.
