How can we say that the person who shook hands with 0 people is partner of the person who shook hands with 8?
The person with 8 handshakes, shakes hand with everyone except 'himself / herself' and 'the person with 0 handshake'. Therefore the only person he/she does not shake hand with can be his/her spouse.
