Why sometimes score calculation is in terms of time penalty whereas sometimes its the points achieved?

Like in the recent Div 3 round it was time penalty as the score whereas in Div 2 it was points of the questions.

In Div3 and Educational Rounds, Score is calculated based on time penalty whereas in Div2 and Div1 rounds, it is based on points taken.

      The model where points are used is because they want to weight the problems. In the other model all problems count equal.
