Do you mean while solving problems?
yes, and in general aswell, i have problems solving very easy problem sometimes, i feel like it might be fixed if i learn how to use papers
I don't take a lot.of notes, but when solving problems I write a few notes from the problem statement, observations or some thoughts that I don't want to forget, and I draw examples that I try solving. Also using paper is really good to draw graphs and other stuff that are hard to keep imagining
