I am a mechanical (ME) student at a college which sucks at competitive programming. Though it helps to find people who share same interests as you irrespective of their branch (I made some CSE/IT friends in the previous semester, and felt some competition).
it's not a necessity, it's fine without it as well (my max was 1627 before meeting the narrow CP "community" in our college, and I have no math/comp sci background).

First of all I applaud you for showing interest in CP despite of being from EEE background.

It will be difficult to continue CP as a non-department in a country without social security like Bangladesh. First try to solve Rating wise problem. Also keep learning other algorithms as you need.

Don't stop !! keep practicing bro.

I study EEE as well because there isn't a department for CSE in my college. Most of the courses is about electric Circuits, electronics, EM waves, signal processing and maybe some basics of programming like C++ and Assembly. I faced some problems, one of them is that I wanted to make a balance between my college and CP (EEE is not an easy field T_T). I felt like I'm doing big efforts in two different areas which sometimes made me lose motivation. I split my time between college and CP. Sometimes, I spend whole days just doing contests and upsolving and sometimes I prepare for midterms and final exams so I try to minimize the time spent in CP as possible. I would advise you to engage in CP Community in your university (as you mentioned that it has a CSE department). Try to make a network of people with same interests and compete with them. Also don't forget that life isn't just about CP, there's other areas of CS that you will need if you want to be a software engineer and you won't find it in EEE, so you should consider studying them as self study. Good luck for you!
