This submission clearly obfuscate the code.
He also obfuscate every code in this round.
This prevent people from hacking the code, which make the round unfair. Also, the plagiarism checker can't check their submission.

maybe he just got confused and thought he was supposed to perform 30 nested dfs to solve the problem and then decided to only comment them out in case he needed them later
Definitely that's a probability. I assume that, Firstly he writes clean codes , then he uses those nested dfs things to avoid getting hacked as those commented out dfs callings are missing in his submissions while he is not doing contests.
