As a Chinese,I don't think it can come true.
The main reason is that these contests are prepared by Chinese.
And in China,there is a tampermonkey script that can translate the problem statements,so Chinese don't need Chinese statements.
However, most of the writers are not russian too, we can let somebody translates the statements & solution.
May Luogu provide a English site just like atcoder?
