How to HACK after hacking phrase is finished?

Codeforces Round 951 were held last week, suddenly noticed some solutions getting hacked after 4/5 days of the contest. HACKS, How is it possible to hack solutions after hacking phrase or final system test? or is there were any other bugs or anything.

You need to be a Candidate Master or higher to hack after contests

    will all the solutions get tested? there might be other solutions that might fail but passed system test.

        so ratings will not be effected? also what about hacking solution that got accepted during contest, rating might get rolled back of a single person?
