Why does system testing for Div3 contests take such a long time?

It's probably cause there's a lot of people there. And I'm still angry that they made the last Div 4 unrated

In the contest in which hacking-phase is involved it usually take time for system testing.

Also, the system testing of a div3 or div4 doesn't block other submissions.
