The answer is yes: Droping_points. I believe it is broken for div 2 and div 4 the same way too.
MikeMirzayanov we need to fix this ASAP. There are 2 ways to do it, let's vote:
Change the notice from "rating should be between 0 and x" to "rating should be <= x".
Do not change the notice and forever prohibit users with negative rating from rated participation.
I think we should go further and ban negative-rated users from all avenues of participation in civil society.
I think we should just keep the rating on unsigned integer
