Why? , it says in queue
Because, first submission should be evaluated first — "First In First Out". That's a queue.
CF randomly evaluates the first few submissions without strictly following the order.
I think it is because if you are solving mashup you are not in the same queue with others.(but it is just guess)

But I think many useless submissions from bots cause it
In fact, Mike has already banned a lot of bots.

Yes, it's very good, but not all of them are banned. Some bots, for example vjudge bots, were useful because I think a lot of people (including me) use vjudge for every virtual judge on the site (this is just my opinion).

I think you must ask codeforces permission for banning bots.
Submitting 20 times in 10 days doesn't seem to put a lot of pressure on the evaluate queue.
but if 10 or more bots do it same time then..
Even with 100 same bots, there are only 0.002314 submissions per second.

I just want to say there's no bot, but find new bots then...
But the bots before is really crazy, 3~4 submission per minutes.
