(1) I am often confused when the next contest will be held since the contest time is written for only one time zone. It would be convenient if there is a link to this world clock website,

(2) I would like to know contest rules, but I can't find them. For example, what is the border between Div. 1 and Div. 2? If there is a web-page to explain about the basic rules, it will be useful.

DIV 2 -> 1499 and down
At first, I was guessing the rule was as you said. However, I saw the standings of the previous contest and there were a few blue guys (=1500 and up). It's weird...

yep, its weard, Mike explained why this happens, but I dont remember in what blog or post.
It's happened because the registration to the 12th contest opened before 11th contest ends.
So some green partisipants have registered and became blue after 11th contest.
