Very often i do not understand problem statement.i have solved remarkable number of problems but i do not get over this problem. even in contest it happens if i can understand the problem i could solve it coz i know the technique.need an advice

Learn Russian :D
Make a lot of drawings, illustrations of the given examples (I/O). That will be very important to visualize the problem more clearly. Try generating small test cases with pen & paper (and solve them there). Some people just forget that pen & paper are very important in understanding. In my case, I usually use 3-4 colours for drawing examples and a few blank papers.
