I recommend reading this post on AtCoder. And to answer your question:
ABC is significantly easier than Div2 contest in TopCoder of Codeforces. If you can enjoy Div2 contests in TC or CF, I recommend you to participate in ARC. Source

No. They are only in Japanese anyway... and I can't guarantee the quality of those problems (I wasn't the admin at that time).
I knew that some problems were translated in Petrozavodsk Summer Training Camp (also, translator translates quite well), so I was just curious about testdata.

Hello! I really want to say thank you for this — these resources are extremely helpful in teaching people. However, I found it little inconvenient or strange to search "Testcases of Atcoder" in google, go to Codeforces, and download test datas there. It would be also hard for beginners to even know the very existence of this.
Could you prepare some more intuitive environments for downloading this? Like, at least in main page of Atcoder...

For some undisclosed reason, we have unpublished our test data. This is a temporary measure, and we plan to re-publish the tests in the future, but we're not sure exactly when we will do so.
