If there is a Div. 2 only contest then you can participate officially and it is rated for you.
If there is one Div. 1 contest and one Div. 2 contest that are held simultaneously then you will be competing in the Div. 1 contest.

Your doubt is valid and shows that sometimes codeforces is not very user friendly. Maybe there should be a separete tab in the menu section that shows the updates that you have not already seen. Also a tab that explains what codeforces is all about would be useful to a completely new user to competitive programming.
