when codeforces holds a contest for div2 participants why it takes the level of last two questions mainly D and E upto rating of 2800 sometimes even 2900. while the contest is for <=2100 rating ?
what is the need of setting so hard problems for div2 participants.why cant the max rating of difficult ques. be upto 2200-2400 rating.
many times i dont find any difference bw div1 and div2! sometimes it is like div1 = div2 = div 0.001

even if they conduct div5 round they will reduce the difficulty of last question from 2700 to 2699.9999999999 .
why they can set some good easy/medium problems i dont know.
Have you ever tried creating a problem before? It's not easy, especially to target a difficulty range.
