Not really.
But noone enforces this rule. I know quite a some people with 10+ accounts. And most of my friends have at the very least 3.

But among all the users you have mentioned, I don't see a common contest where atleast two of them have participated, so I guess he is fine.
But recently I found that jyexohluop and LovesProgramming had the same codes in this contest so it means that either they cheated or are the ids of the same person, so I request MikeMirzayanov to take some action.
