Rating error in codeforces round 649?

Round 649(Div 2) was rated for Yuki726 even though his rating was already above 2100? MikeMirzayanov is this some bug in the rating system?

Yeah, this can happen sometimes because some contest are open to register before some other end — so he registered before his rating change!

I think that easiest solution to this in future would be to run through all registered right before contest and auto-change to OUT_OF_COMPETITION if somebody has rating out of bounds, so he wouldn't be rated.

P.S. Sorry if I misspelled anything, I'm rather bad at english... :)
