I was wondering about the same thing when I saw someone other than @tourist won the GCJ.
Egor said (in Russian thread) that he was denied a visa to UK.
sigh Such things still happen... the cold war never ended
Reminds me of this IOI, when Australia decided to not give visas to Syria, which lead to one Australian competitor not getting gold. There were 25 gold medals, and there would've (based on rounding the usual cutoff ratios) been 26, if there were 4 more competitors — the Syrian team.
