And this doesn't matter. A lot of these guys are caught by the plagiarism checker, especially if it was their first awkward attempt to cheat. Yes, a few experienced cheaters may be able to fool the plagiarism checker, but there are not enough of them to affect your rating score too much.
I understand that it may be irritating to see those cheaters above you in the scoreboard. But again, their actual impact on your rating is negligible. The vast majority of codeforces contestants seem to be honest right now. And your rating shows where you stand when compared to this honest majority. A few cheaters here and there are just outliers.
If you are only able to solve 1-2 problems during contests, then this is what affects your rating. Try to improve and set your goal to be able to solve 2-3 problems. If you manage to do this, then your rating will show a clear improvement.
I suggest that the entire community should report this channel to YT. Also dont post channels like this in open, it only multiplies them.
Also YT asks under what constraint should you file report.

It looks like the channel owner is himself creating fake accounts and posting channel links after every contest to gain more subscribers
