As you know, when the contest is disrupted (I don't know the exact jurgen for it, thus I'm using disruption) Cf Predictor fails to predict the rating, and instead shows a ? in the rightmost column, as shown in the picture below:

What are the alternatives, which can predict the rating during the contest, and are not affected by the disruptions?

Disruption is caused by turning off Codeforces API I guess, which is done in order to reduce load on servers in contests, therefore, no predictor will work. Unless upgrade it in order to remember last delta change before turning down API, but that's kinda useless.

Carrot extention seems to work quite faster than CF-Predictor in my experience. Link to Carrot extension on chrome web store

Carrot actually doesn't solve this problem. Both CF-Predictor and Carrot requires Codeforces API in order to load standing list quickly, but all the Codeforces APIs are closed down due to the unique contest mode ("based on some competition", I think, as the problem appeared at VK Round, Technocup, etc.). Also, the profile page are closed during contest, and redirect operations are added. I think it's a protection by Codeforces to get rid of web crawlers. By the way, as the redirect operations are opened, CF Tool can neither fetch problem information nor submit code.

if you look at his latest submissions during contests,

        1

        2

he added meaningless comments to the code that he copied from others to avoid being caught.

I think code forces must allow us to report these cheaters by allowing us to report their submitted code... see this one, he is in my college

          C: 236559653

          A: 236536174

he even cheated in problem A and he is a Specialist.

changing your profile picure, and commenting nice everywhere will not make your contribution positive.

because you're still a dirty cheater

Yes, currently if you go to a codeforces page, you get a human verification test. CF's API is also not working on TLE (the discord bot), so you probably have no better option than to just wait.
