Where could I find list of algorithms with practice questions for each of them. I could only find algorithms but not their questions.

I can't understand dp solution of — http://mirror.codeforces.com/contest/225/problem/C. Can anyone please explain it in a simple way?
Following is the code for counting number of inversions in a permutation(1...n) using fenwick tree. I can't get "inv += query(n) — query(a[i]); update(a[i], 1);" these two steps. Can anyone help?
