1) New accounts cannot post a blog for N time and/or M contests participated.

2) Cannot post more than N blogs within some M period of time.

Please implement asap, else this is bound to happen —

    by low rated it means "negative blog contribution", this requires someone to actually go through all blogs and downvote them (btw i guess it works anyway? i haven't seen a single blog of this nature)

You are not allowed to write blog posts. To write you need to meet at least one condition:

To take part in at least one rated contest

To be trusted user (read https://mirror.codeforces.com/blog/entry/66145)
